When Leadership Shapes School Climate

by | May 9, 2026 | Inclusive Policy Postcards

This week, we’re tracking how leadership decisions at every level are shaping school environments for LGBTQ+ students. From leadership changes in Peoria Unified to school board discussions around staffing, transparency, and accountability in Queen Creek and Gilbert, these conversations continue to shape school climate across Arizona.

As the Arizona legislative session remains ongoing, many of the most immediate education policy conversations are unfolding at the district level. We’re also following a new federal investigation tied to transgender student inclusion policies and what it could mean for LGBTQ+ students and supportive learning environments nationwide.

Below, you’ll find our new Arizona Legislative & Education Policy Update, school board updates from across the state, our latest Civic Power Series entry, and ways to take action in support of inclusive schools.

Arizona Legislative & Education Policy Update 🌵

As Arizona lawmakers continue negotiations around the state budget and the legislative session remains ongoing, many of the state’s most immediate education policy conversations are continuing at the district level. As school board decisions continue shaping education policy across Arizona, community engagement remains an important part of the process.

Stay engaged:

This week, the Peoria Unified Governing Board voted to remove Board President Heather Rooks following ongoing controversy surrounding district leadership, governance, and public trust. The leadership change comes after sustained concerns from students, families, educators, and community advocates around district culture, transparency, and student support.

School Board And District Updates 🏫

Queen Creek Unified School District

Watch the meeting

Community members raised concerns about growing class sizes and teacher retention, pointing to ongoing funding challenges despite the district’s voter approved override. The board also approved the hiring of three new principals, raising questions about leadership turnover across the district.

Why this matters:

For LGBTQ+ students, supportive educators and stable school environments can make a critical difference in student well-being and belonging at school. Staffing shortages and ongoing turnover can weaken support systems and strain already limited student resources.

Gilbert Unified School District

Watch the meeting

A special board meeting drew significant public comment after a board member attempted to table approval of the district’s school calendar. Community members expressed frustration over the delay and concerns about transparency and planning for students, families, and educators.

Why this matters:

Transparent decision making helps build trust between schools, students, families, and educators. For LGBTQ+ students especially, consistency and accountability from district leadership are essential to building inclusive and supportive school communities.

Federal Policy Update 🏛️

The Trump Administration Takes Aim at Smith College

The US Department of Education recently announced that they are investigating Smith College following their acceptance of transgender women into their school. As one of the largest women’s colleges in the country, Smith College has been accepting transgender students for more than a decade, and the Trump Department of Education claims that the university is violating federal law by doing so.

Smith’s policy welcomes any applicant who identifies as a woman, including cisgender, transgender, and non-binary women.

What Does a School Board President Do?

A school board president helps lead governing board meetings, sets meeting agendas alongside district leadership, and often serves as a public facing representative for the board. While they do not control a district alone, board presidents can influence meeting priorities, public tone, and how districts respond to community concerns.

Leadership roles on governing boards can shape how discussions around student support, transparency, and district accountability unfold in public meetings.

Why this matters:

Understanding who holds leadership positions and how school boards operate helps communities stay informed about how local education decisions are made.
